Have you got specific evidence of this ? what have they put that makes you feel it is vague and not consistent? as you will need to prove that it is not FCO - if yuo have good evidence then that is very helpful. I would say it is always worth going for an appeal, provided you accept that the chance of success is low - but if you don't try you won't know1. Is it worth going for an appeal because the selection review is vague and not consistent or fair.
