Whatever the situation, appeals are very hard to win after an unsuccessful review. You are probably aware that you have to initially prove that the review was not "fair, consistent and objective".
It may be that you can demonstrate that the panel was not consistent or objective in the amount of weighing it gave to the medical event and the impact that this may have had and if this was successful then go on to appeal against non-qualification using the schools test data and reports
